So you could delete your server cache, but that means it would get rid of your FiveM data, such as characters, cars, outfits etc.
2nd idea is you might have a antivirus software that might be interfering with joining the server
(Reason being it might be corrupted)

You could try taking out the cache files and reinstalling FiveM, then replace the new cache with the old ones, if that makes sense.

That's because the saves were in another folder... 
was the correct file/folder, not the cache.
A little context: "\kvs" is the vMenu folder that saves all your important in-game saved assets (cars, player customizations, settings, weapons, etc.).
Now, try putting the folder/files you previously backed up inside that folder, opening it via Win + R and typing %AppData%\CitizenFX. Just paste it there if u had it saved, and u should have all your contents back. FiveM Application Data is in %localappdata%, it's not the same.

It actually happened to other users that they weren't allowed to view their saves but those were within a folder in \kvs named "LOST". And it was solved by just copying the LOST files back into the original folder.
Never occurred that saved files won't appear on the vMenu even tho they still are inside the kvs folder...

look what i did
i installed fivem i open the file location at app data
and i paste the citizenfx folder in there
i only did this and i opened the game and it werent saved
i only have LOCK as a folder

Asking about the issue on the FiveM discord dedicated channel. I'll let u know if they know a solution, since it's weird that you do have the files saved but you won't be able of using the saved assets. And this, shouldn't be happening

It’s their issue, so delegating someone to be the messenger here will only delay the solution being found
Try opening windows defender and check if any FiveM related processes are being blocked under ransomware protection

It's a pretty busy support channel, the CFX.re Project Hub one, try posting it too, also within the v-menu section, but it's not granted that someone will know how to solve it
