When running app i am getting this error

Did you follow the instruction in the error message and install the developer pack from https://aka.ms/msbuild/developerpacks ?

So, the out of support developer pack? https://dotnet.microsoft.com/en-us/download/dotnet-framework/thank-you/net46-developer-pack-offline-installer ? You should probably move to something supported.
