i'm not sure why they aren't. the GitHub release looks fine - https://github.com/cloudflare/terraform-provider-cloudflare/releases/tag/v3.33.1. i'll raise it with hashicorp and see what they say.

they did yes - i did get back to an issue somewhere about this.
releases.hashicorp.com
is the old infrastructure for downloads and hasn't been used by terraform itself for some time. only providers that support v5 of the protocol will be there. terraform itself relies on registry.terraform.io

if you proxy the HTTP interactions you'll see all versions are present in
registry.terraform.io
