This happens when you have QuantV with ENB disabled. Shift+F12 is the hotkey to enable/disable ENB, and pressing Shift+Enter will open the ENB window where you can check if Use Effect is checked or unchecked.
If you did not install ENB, there is no way to NOT see this other than freezing time at an hour between morning and 17:00(or 16:00, I forget specifics)
