First time this hapenned to me, does anyone know what does this mean and why it hapenned?

he got locked because his ult was creating lag
his ult has this bug where it increases server tick rate dramatically
so they temp removed to fix it

It happened to everyone basically
The server tick rate was going from 128 to 3-4 when he ults
