Update stuck at 0.1kbps and can't end task vanguard user mode service in task manager.

even after reinstalling the game itself and riot client, the update still stuck at 0 with 0.1kbps i went to exit the update because i was frustrated and i noticed my laptop becoming slow, when i go to task manager i saw vanguard user mode service, i tried end tasking the vanguard thing it still stays and still consumes my cpu up until 100%... i need some help
