my fps is bad
My fps is not doing good (60 fps) but when I play normal gta i get 150 fps and the game isn’t totally utilizing gpu my graphics on normal gta are on max but on the server I need to lower them to not get 30 fps

Custom assets like cars, clothing, maps, etc are add-ons made by many different people and are not put through the same asset optimization like base GTA is.
Baseline GTA specs do not apply here. FiveM with custom content is going to require much more to run.
Being said, Vsync should be your first thing to try, as itll cap the game instead of letting it eat your GPU to run as fast as possible.
past that, Extended Texture budget should be maxed to be able to see all custom content when near populated areas.
I would run everything on lowest settings, max texture budget and set a vsync to get a new baseline FPS< then adjust your settings a little bit at a time to find a happy balance of FPS to Quality
