Im trying to invite my friend and she's new to valorant why can't i invite her?

VALORANT is not Cross-Region, but to be able to play in another region you need to own an account in that region.
Your friend would have to have an NA account, or you would need an EU account. Account regions stay as the region it was initially set as. The only way to change an account's region would be by contacting support. So as long as your account is EU but you are stationed in NA, your account will only connect to EU servers.
