I've already enabled TPM 2.0 and allowed access on firewall, still not working.

you guys have got to enable secure boot most likely, same issue iwth me , sadly anyone i cant play val bc i cant turn on secure boot bc i dont know what version of bios i installed win11 on, so the only solution is to roll back
