okay so first i am suspended for 3 weeks bcs my internet shut down when it the game hasnt even started yet.
2. i went to this link : https://support-valorant.riotgames.com/hc/en-us/requests/new to fix my first problem but i wasnt sign in so when i did they said that : Your username or password may be incorrect so i put my email to change the password and i havnt receved the email its been 1hr.

Try to change ur mindset. Riot's trying to make it less common for someone to leave a match and that causing you to lose. You've left a match and probably ruined it. The cooldown's setup to give you time to fix whatever is causing you to leave.
For it to get to 3w, it's proof that you really aren't looking into the issue. So Riot shouldn't reduce the cooldown.

I think this is the point. Riot doesn't want players leaving matches.
You could call ur ISP or Riot if you really really want to fix things, tho.
