I believe there are devs located in every server. additionally, gunbuddies aren't region exclusive buddies.
devs are just most common in NA (West) because that's where Riot HQ is located: California

So you'd probably have a bit more luck there. But keep in mind streaming doesn't mean you will get one. It's just a chance for it.
