Damn, thats screen flickering
If you have nvidia,
Go to Nvidia control panel => Display => Change Use default color settings to use nvidia color settings
This can also occur because of display drivers though, if possible try to update the display driver
In the worst case scenario as its a laptop it might have a damaged screen cable/backlights (assuming you are having this problem recently)

download the amd radeon software
and then go to colour settings
uncheck the use custom colour
or adjust the colour depending how you want it to...
if this doesn't work then its your laptop's screen problem

For lag you can try out a couple of settings
=> Go in video settings, set everything to LOW, antistrophic filtering to 1x, and everything else to off.
If you still experiecne lag, you can lower down the resoluton, Also turn off vsync, but cap your fps at the hz of your monitor.
Make sure to play on fullscreen and remember to keep improve clarity OFF
