do I have payments returns etc to recover my account, how did someone change email and riot ID?

You can do a credit card charge back. If your account was hacked ask a friend to track your game (in the game if you can’t use a tracker app) if you see games that aren’t played by you send in a support ticket to get your account back. They’re gonna be asking you a lot of questions before they help you recover it.
Same issue but it was my Apple ID that got hacked along with my riot account and money was used for another riot account.
If you use Apple Pay or pay pal just contact them and file a chargeback then contact support providing evidence.
