In case it is a congested link problem, you should prioritize your network traffic through the help of QoS. Through QoS, you will be able to prioritize your applications (like video or voice) on the basis of your requirements and importance. Traffic prioritization is considered as one of the ideal solutions for perfect bandwidth utilization.
In case it is an outdated hardware problem, there is only one solution my friend. Replace outdated pieces with the latest models available in the market.
For driver issues, a simple update is recommended (in case you haven't already).
