Yes sabotaging games is against the terms of service
what if i add an enemy player
and tell him in party chat
can i still get caught for this

Chat logs are monitored by Riot Games so yes if you are violating the terms of service or even saying you are (when you are not) you do risk being sanctioned
just get a 5 stack for deranking
and surrender every game
