So my friend played a ranked game and there was this silver player. It said he was silver but if you clicked his profile, it says "VCT REGIONAL MASTERS WINNER" and "Radiant top5"

i think theres an app or a program that lets you change your rank and status but its only decorative

Yeah there are some apps which let u change your in game appearance and they can also put a kind of "skin overlay" on ur guns. Ofc you won't have the skins, just a skin masked on the gun which only you can see.
