I had a 250hr restriction before the new act last time I checked last act I had around 100 hrs left

It got reset after the new act got released

To 257hrs from the competetive queue and I have never played competetive

They give you comp cooldowns for disrupting matches in any match-made game mode. If you disrupt, e.g. unrated matches, it's a sign you may disrupt a comp match.
