Can Ultra Skins spawn in the daily shop (Elderflame) and are they rarer than other skins?

I really want the Elderflame skin for any weapon, but I don't want to get my hopes high if it can't be bought anymore or if it is super rare

as far I know all skins ( which can apprear in shop) have the same % chance to appear
