Well, I cannot really help you if you already updated it but it mostly works if I close down Steam.
(it does for me but idk if the same goes for you)
This has been going for like 2 years now. And they still haven't fixed it
usually if i stop and restart the download it turns out the download already finished
there is nothing to fix
during this time it is installing not downloading
so download speed is 0
it aint even updated yet

what I do is watch YouTube, because if I open riot client to look at it, it goes to 0.1kb
open settings hit repair then
