Ion Spectre upgrade not showing

Upgraded my Ion Spectre and in game it appears as if its completely un-upgraded. No VFX, No SFX, Nothing. Curious if anybody knows whats up with this.

click on level 3 and see if u can equip it i think there is supposed to be a check mark on equipped level or scroll down to 1 and see if its different

Thank you. I had no idea you could revert levels of upgrade now.
