there're two sides to smurfing. only one side is actually disruptive and is actually bannable.

One side is dominating in a lower skill group. This isn't bannable or even a problem as the game has features to move people to higher skill groups quickly; even quicker than their visible rank is allowed to change.
The other side is either boosting (which is bannable) or deliberately throwing games to lower your skill rating. This is also bannable.

No boosting is like going on someone's account to increase their rank
They can get banned if they literally had an account Asc and threw games until they got to Silver. During these games, people should be reporting them and they'll eventually get punished. But if they made a new account, and try-harded in every game, and just happened to be in a Silver game at some point, there's nothing wrong with that. They'll eventually be in ascendant lobbies.
Smurfing itself isn't banable
but like many things which are related to it is
BTW, boosting is jumping in a party with a way lower skilled player and dominating so that they gain rr (and boost a part of their mmr). The game has a max skill disparity in parties, but if you join, say, an Iron friend on a new account, this all goes out the window. This is supposed to be bannable.
And if you try to keep an account in that lower skill group (by dominating some games and throwing others) the games where you throw can result in a ban.
BUT, it's hard for Riot to know you're throwing, so that part's based on reports.
