PBE Signup
I clicked "Apply Here" on the signup page for the PBE on the off chance I get accepted. It says that I will get an e-mail if they successfully receive my request but I haven't gotten an email. Is this a problem on my end or are PBE signups offline?

Im pretty sure PBE is just NA
The signups are offline for now
well depends on riot
they can give pbe access to everyone
but na is avaliable for all players
you can just download it
other regions then need access by riot
Well not everyone can just ask riot to get in right or is it just luck?
So all players have access to pbe or us it signup

You need to sign up, but Riot only approves applications if they need more testers. They've had enough testers for a long time.
