How can I get Harbor on PBE?
I am just playing PBE for the first time. How can I unlock Harbor? Do I have to go through all the work to finish the agent contract? I don't know how to get VP to just complete the contract

Sorry, nvm. I didn't know you had everyone unlocked by default contrary to whats shown in the agent interface of the main menu
