is it okay to make a second account to play competitive?
my best rank was silver 1, and i am currently silver 3 on my new account. is this okay? does this count as smurfing?

Technically, smurfing is trying to fool the matchmaker into putting you in a lower skill group. You can make as many accounts as you want to tho. Just don't share them.
I wouldnt say it is smurfing, Smurfing is indeed fooling the MMR system to put you in matches with people below your rank, I have a Silver 2 account (its currently banned cuz it got hacked) but before that i already made a new account and leveled it up to 20, just to notice My skillgroup isnt silver but high gold
many of us started playing ranked before we built enough gamesense and now we are in a skill group we're not supposed to be in, but cant get out of
and then you realize you wasted 200 bucks on an account you can also throw in the trash cuz you cannot get out of that rank

TBH, "hard stuck" is overstated. If anything, Riot has donated a tonne of RR (and through accelerated matchmaking when new episodes hit, even MMR) to players over time. If you just play enough, you'll rise up to a skill group where you'll be middling (a true 50/50 chance of winning). The frustrating part is that getting there requires you to play and show the matchmaker you actual win unexpected duels/matches.
smurfing isnt against Riot's TOS regardless, just kinda frowned upon
what is against TOS (and often goes hand to hand with smurfing) is the following
-Boosting (smurfing with the intent of raising someone else's rank)
-Sharing (any form of account sharing/sharing account credentials)
-Sabotage (intentionally throwing, deranking, ffing for exp, etc)
