my pc runs at 1 fps while normal gta runs fine. Spec meets recommended settings

right, but if you have iGPU then it's possible that the game is choosing that instead of your dedicated GPU

the gpu is utilizing from the screenshot. i also have huge framedrops in car meets where i also sometimes drop to 1 fps and it stays there for like a minute. but its not like permanent 1 fps. i have a rtx 2070s btw so pretty good imo.

It’s really strange the base game and online runs perfectly but when I load this it loads in and hits the fan like that and drops to 1fps and won’t change. Thank u for trying tho

that's because all cars load in at once, should be somewhere around 1.5s of freeze

You should try reinstalling the nvidia drivers. Best practice is to use Display Driver Uninstaller first. Google "gpu ddu" for more info. Also make sure you download the latest drivers from nvidia's website. If that doesn't fix it, you can try reinstalling fivem itself.

depends on the cpu Mine is an i5 8600k and hovers at 95% cap
