I need Fast 'charity' wordpress theme
I need a fast charity wp theme. I have 4 theme. How can I test which of them is fast or slow? i use pagespeed insights and I reached 38 39 results, are these good? Is this how I should look at theme speed?

38 39. these are not good scores on pagespeed insights. But, it is probably much more than your theme causing them to be so low
Realistically, you want a score of 90+ on mobile and desktop.
As far as themes for wordpress, look for the smallest / most lightweight one you can find. The more features and junk added, the slower it will be. GeneratePress is a good option. It's a theme with a focus on being 'fast'.
and finally, don't use a builder like elementor or divi to make your site, use the default 'gutenberg blocks' in wordpress. that will make a huge difference in performance

I agree but, we need to choose a free or envato theme. We have a membership.
I'm thinking of using plugins like wp rocket, minify, image optimizer to reach 90+ scores.

or should I find a highly rated theme like GeneratePress and add and remove sections and make it suitable for the foundation site?
sure those are plugins that can help. But, I would first stand up the site, and then run it through pagespeed to see what you need to work on before adding the overhead of additional plugins
also, i would get the site completely done before using any kind of caching / minifying because it will just interrupt your workflow otherwise
generatepress is free, but there is nothing special about it. I only suggested it because I know it's fast (I have used it on a medium sized ecommerce site and get 99/100 on my score)
okay, if I understood correctly, you say install cache/minify etc plugins after you finish the site.
I thought so too, I was just wondering if it would be wrong to use a theme that gives a low 40 score to my mind.
After I finish the site, I add a plugin by editing the theme I have.
