i have the same problem
@athenaaa69 download a vpn and change location, worked for me.
It's usually the second attempt that works 99% of the time. When it says attempting to connect, don't bother, alt+f4 and try again.

I have same issue
I am able to download all the pre-download stuff from the sever but when its about to connect in to the splash screen I get stuck on connection failed. I have a clean fresh install of FiveM.
Got through by buying an VPN.
