differencce being
sharpdx has a way of getting the major and minor version
vortice does not

that says how to use the shader constant things
to not use d3dx effects
so we dont need em
had to look it up for our eventual d3d8 backend
and after looking in similar places i found how to use shaders properly in d3d9
so hell yea

ive been too lazy to learn it as ive been working on the new renderer
